Sakura was one of naruto's closest allies and in fact, she was the first girl he ever fell in love with. However, as naruto and sasuke developed their powers and rivalry, she managed to remain relatively underwhelming. She wasn't a powerhouse, and in all fairness, naruto and sasuke's lineage had a lot to do with their abilities.
Naruto is dumber outside of battles in part 1 because kishi needed naruto to be ignorant so he could info dump basic concepts. Naruto stays dumb in part 2, so kishi can have the plot move him more easily. Since naruto doesn't ask questions and blindly trusts all authority figures he just goes along with the plot.

During his fight with kiba, he tricked the guy twice. They stick to doing simple missions, like acting as lightweight bodyguards or escorts, or as hired workers or animal herders. Or they get more mundane jobs like research, teaching, etc.
Most of these people are just living daily lives while the dark side of the naruto world operates in the shadows. That's less about him being dumb and more about the difference in experience between naruto and kakashi. Naruto was even taken off guard by the substitution jutsu.
When he thought kurenai had eaten too much and ended up in the hospital, rather than being on the verge of giving birth. He’s really not even that dumb. He’s a little ignorant at times, maybe naive to some things, but he’s got a lot of wisdom all things considered.
His self esteem is phenomenal, especially with everything that tried to drown it. Naruto is very good at thinking on his feet as well. Naruto uzumaki is one of the most famous anime characters around the world. starting in manga, naruto made the transition to animation quite easily.
With all that being said, the series is just beyond played out, and the only one to blame here is naruto’s 700 chapters and 15 years. To add my 2 cents, some other reason he could be seen as dumb could be his oblivious nature. He doesn't figure out hinata's feelings for him, he keeps simping for sakura (at least in part 1) and he's extremely loud, shouting out.
1 the immature humor. It’s undeniable that the humor in naruto is very immature in nature, even if the anime’s target audience was teenage boys. Though this improved significantly in naruto:
Shippuden, there were still some ongoing jokes that aren’t as funny by today’s standards such as naruto’s ninja centerfold jutsu. Boruto has a classic case of ‘hey you can copy my homework but don't write it word to word. ' everyone is the wall mart version of their parents, why on earth do their names match? Why does boruto's name have to be a carbon copy of naruto?
Wtf is shikadai and inojin? Confidence is an attractive feature, but not overconfidence. Naruto's decisions and rash actions have consistently jeopardized missions, put the lives of innocent people in danger, and have even threatened the safety of his own friends and family.
Not only that, but he also creates huge messes everywhere he goes, and his decisions complicate matters that could have easily been. Naruto's tired and hungry and far from his best. But then he gets himself free and falls for a third trap, going to get the lunches that are inconspicuously in the distance.
After kakashi's lesson about bait and being trapped the same way minutes ago. It's not like an impulse, either. And while there are many ways to do so, naruto is guilty of a lot more than simple capitalism.
