Most powerful are the chaos gods by far. The positions of the chaos gods switch often. But currently khorne is the top, followed by tzeentch, nurgle and slannesh.

Nurgle (very close) slaanesh. Tzeentch used to be the most powerful, till everyone ganged up on him because he was too strong. Nurgle's power fluctuates strongly based on the amount of disease going arround at the moment, and slaanesh has always been the bottom bitch (and liked it).
Potential wise it is slaanesh. This lore has been present since 7th ed whfb and got ported to recent editions of aos and 40k. As it's explained, slaanesh is not a god of emotion like the rest of the chaos gods.
