In the task manager, navigate to the performance tab where you will see open resource monitor on the bottom. Click on this, and wait for all the running programs to load up. How to get into a solo public lobby on windows 10(pc):
Windows key + r, or alt tab out of the game and press start button. Type in resmon to access the resource monitor 3. Right click gta5. exe 4.
Click suspend, and suspend again when the prompt comes up. Wait x amount of seconds. (i usually wait ~3 seconds).
