I use a mix of the two strategies. If i fished enough in spring year 1 to get all my quartz from recycling, i wouldn't get far enough down the mine to get the ore i need for my sprinklers. On my current playthrough i haven't used much quartz since summer year 1, but i have kept recycling my trash from crab pots so i now.
