Playing ultimate edition on x/s and encountered this bug. I too exited the game, restarted the console, and happily continued the judgement quest line unfettered. Happened to me with the same judgement as op, reloading isn't working so i'm gonna try switching thrones.

Noblefive 7 years ago #11. I think what the mayor of crestwood did was pretty similar to what the chick in the emprise du lion did, yet she gets to go back and run her village again. Mayor of crestwood got the shaft in the judgements for sure.

Yeah, it seemed to happen to me a couple times, and only when i had loaded a save game in the throne room while there was a judgment quest available.
